Elections in Lithuania

There are four types of elections in Lithuania: of the Seimas of the Republic of Lithuania, presidential, municipal and to the European Parliament.

Citizens of the Republic of Lithuania who are not less than 18 years of age on election day have the right to participate in the elections. Citizens, who are recognized as incapacitated by the court, do not participate in the elections.

Election of the Seimas of the Republic of Lithuania
Seimas members are elected for four years. Separate elections to the Seimas are held on the second Sunday of October on the end of the term of office of the Seimas members.

Presidential Elections
The President of the Republic is elected for five years. The regular elections of the President of the Republic are held on the last Sunday two months before the end of the term of office of the President of the Republic. Elections are held by the Seimas of the Republic of Lithuania.

Election of municipal councils
Members of municipal councils are elected for four years. Elections of municipal councils are appointed by the Seimas. The residents of the municipality (voters) have the right to elect members of the municipal council. A citizen of another EU country who has the right to reside in Lithuania and who has declared his place of residence in the municipality can participate and be elected in municipality elections. Elections to the European Parliament
Elections to the European Parliament in the Republic of Lithuania take place every 5 years throughout the European Union under universal suffrage. The election is held on Sunday, which is the same time that elections to the European Parliament are taking place in all the Member States of the European Union. The election date shall be published by the Seimas of the Republic of Lithuania no later than 6 months before the deadline for the aforementioned Sunday.

Registration for voting in the elections

As of 2014, the procedure for the Presidential elections somewhat changed. All the voters residing or staying abroad on a temporary basis have to register electronically in the registration system of the electors who vote abroad. The registration procedure lasts several minutes only and electors must have only the document certifying their identity. In the application for registration of the voter, you will indicate in what way you would like to vote: by ordinary mail (at the address indicated at the application for registration in the foreign country of residence in your application, you will be sent ballot papers) or you wish to arrive personally to the diplomatic mission or consular post of the Republic of Lithuania on the dates and in due time.
One must register for each election separately. A filled-in and certified electronic application will automatically find itself on the list of the Embassy of Lithuania where the elector intends to vote. If the elector is staying in a state where there is no Embassy of Lithuania, the elector must enter the state in which he/she currently is staying into the registration system and the system will automatically choose the nearest Lithuanian Embassy where it would be possible to vote by mail.

This system began to operate during the elections to the Seimas of the Republic of Lithuania in 2016.

I live abroad but returned to Lithuania for the election period

If you return to Lithuania during the elections and want to vote here, on the Election Day you have to appeal to the electoral district in the territory of which you are staying. The District Election Commission shall inform the Central Election Commission, and it will check whether the citizen specified did not vote at a diplomatic mission (consular post) of the Republic of Lithuania. The District Election Commission enters the elector in an additional list and issues an Elector’s card, which will enable you to vote for the chosen candidates.
