Klaipėda City Municipality is rated particularly well or at least above-average in almost all areas. Areas that particularly stand out are education, health and social care, investment and development as well as taxes, with one of the lowest average land taxes, main tax rates for real estate and business certificates.
About Klaipėda
The city, together with its main partners (Klaipėda State Seaport Authority, Klaipėda University, Klaipėda Free Economic Zone (FEZ) Management Company, Klaipėda Industrialists Association and Klaipėda Chamber of Commerce, Industry and Crafts), has developed an economic development strategy and action plan ‘Klaipėda 2030’ , which aims to reach 25,000 new jobs, 2,000 new businesses, EUR 1.5 billion of new investment, 200% increase in export, 40 thousand more residents in Klaipėda, twice the salary, and 400 thousand accommodated tourists by 2030.
There are several co-working spaces for young businesses operating (or opening in the near future) in Klaipėda: Culture Factory, Castle Workshop, Spiečius, Science and Technology Park.
Children and young people in the municipality are provided with opportunities to integrate after returning from abroad, to study in English or to obtain international education at Klaipėda Lyceum, the International School Universa Via or the International LCC University.

Employment Services
The Employment Service assists individuals in their employment by appointing an individual specialist to draw up employment operating plans, provide refresher courses, and send individuals to complete vocational training programs; individuals under the age of 29 are offered the programme ‘Discover Yourself’ and may also be eligible for start-up support; a subsidy service is provided to older people (where the state covers part of the salary paid by the employer).
Employment Services Support for Mobility
Mobility support is the opportunity to receive travel reimbursement when travelling to work in another city. Travel expenses are reimbursed for up to 3 months from the start of employment or participation. The amount of compensation ranges between 25% and 33% of the minimum monthly amount (depending on salary).

SMEs that meet the concept of the creative industries sector are granted preferential conditions to reside in the Culture Factory
For: representatives of creative industries, professional independent young artists in the modern performing arts industry; natural persons, enterprises or associations affiliated to the creative industries (design and film industries, enterprises and natural persons providing information technology and software services to businesses, as well as other creative enterprises and individuals providing services to businesses (of which at least two-thirds are members under 35).

Promoting entrepreneurship and engagement of people
Favourable conditions for starting a business are provided, including support of up to EUR 10 thousand per entity; inactive people of working age are encouraged to acquire professional qualification, retrain and enter the labour market; complex support is provided to SMEs employing social risk persons; new forms of work with youth in the target area are being implemented in order to facilitate the self-actualisation of young people experiencing social exclusion through vocational guidance, volunteering and socio-cultural activities.
For: new start-ups; residents who started a business at least 1 year prior to joining the project activities; residents of working age who are inactive in the labour market, other working population whose household income does not exceed household poverty line; SMEs employing persons at social risk; young people under 29.

Klaipėda Vitė Progymnasium
Twelve children who have returned from abroad are already studying at Vitė Progymnasium, which is part of the ‘Create Lithuania’ network of schools working with children returning to/coming to Lithuania: 10 elementary school students and 2 senior students. There is a tendency that the number of such children increases every year, and the main difficulty they face is their poor command of the Lithuanian language. The project to facilitate the integration of returning children at school is announced to begin on 1st September.
Klaipėda Lyceum
Klaipėda Lyceum provides three relevant services. First, the school allows application for distance learning if the children are abroad. Secondly, as of 2018/2019 school year onwards, gymnasium grade I pupils of the Lyceum will have the opportunity to prepare for the International Baccalaureate Programme (receive education in English), which will be operational from 2020. Thirdly, there is a classroom for foreigners arriving at the school (subjects are taught in English but opportunities to learn Lithuanian with other students are also available).
Klaipėda Vyturys Progymnasium
One of the participants of the Lithuanian network of schools that will ensure integration of children returning from emigration and foreigners into the education system, is Klaipėda Vyturys Progymnasium. The main difficulties faced by children returning from abroad are reading, comprehension of the text and especially writing in Lithuanian, which requires additional individual training for these children. At Vyturys Progymnasium, returning children receive individual counselling, are not initially assessed and receive additional training provided by specially selected educators.
Klaipėda Žaliakalnis Gymnasium
From the autumn, the Žaliakalnis Gymnasium in Klaipėda will also join the network of schools that accept children returning and coming from abroad. Although there are no expat children currently studying in the gymnasium, children from abroad are being educated. For this, the Eduka class and the Moodle training system are used.
