The Employment Service assists individuals in their employment by appointing an individual specialist to draw up employment operating plans, provide refresher courses, and send individuals to complete vocational training programs; individuals under the age of 29 are offered the programme ‘Discover Yourself’ and may also be eligible for start-up support; a subsidy service is provided to older people (where the state covers part of the salary paid by the employer).
Employment Services Support for Mobility
Mobility support is the opportunity to receive travel reimbursement when travelling to work in another city. Travel expenses are reimbursed for up to 3 months from the start of employment or participation. The amount of compensation ranges between 25% and 33% of the minimum monthly amount (depending on salary).

Šiauliai City Municipality Small Business Support and Promotion Measures
Small businesses (enterprises and individuals) active in manufacturing or services can apply to the municipality for financial support. Šiauliai City Municipality offers 5 small business promotion measures:
- partial reimbursement of participation costs;
- reimbursement of costs of consultancy and training for the beneficiary, its staff, and partial coverage of start-up costs (state fees: Centre of Registers and the Notary Public);
- business promotion among youth aged 18–29;
- business promotion of individuals over 50;
- partial coverage of acquisition costs of equipment and tools, when the Municipality partially covers the acquisition costs of fixed assets for the development and more efficient operation of the enterprise.
How it works?
Small businesses (micro-enterprises and individuals) active in manufacturing or services and registered in Šiauliai can apply to the municipality for financial support. Only micro-enterprises can apply for partial coverage of acquisition cost of equipment and tools.

Co-working Space Spiečius
Spiečius is a non-traditional business development space adapted for SMEs operating for up to 5 years to collaborate with each other and expand. Spiečius focuses on businesses in the digital and creative industries. At Šiauliai Spiečius space, entrepreneurs are provided with free computerised workstations with equipment, digital, creative industry development, social business consulting, practical mentoring sessions, business education training and other business promotion and development initiatives.
Šiauliai Free Economic Zone
FEZ is located near the most important arteries of the country: the national road Panevėžys–Šiauliai and Šiauliai International Airport. The special zone located 6 km from the centre of Šiauliai, is also easily accessible by the city public transport, thus enabling the employees of the city to reach their workplaces conveniently.
The FEZ territory is divided into plots of different size from 1 ha to 25 ha, which can be additionally merged or redistributed according to the needs of the investor. For the convenience of businesses, the area is equipped with basic infrastructure, such as water supply, domestic and rainwater drainage, gas networks, illuminated streets, communication and power lines.
Incentives applied at the FEZ:
- There is no corporation tax for the first 10 years and a 50% reduction for the next 6 years if the capital investment is at least EUR 1 million,
- There is no property tax
- Dividends are not taxable in the cases established by the Law on Corporate Income Tax of the Republic of Lithuania.
Šiauliai Industrial Park
Established in 2005, Šiauliai Industrial Park has attracted more than EUR 45 million of corporate investment that has created over 2500 new jobs. It has infrastructure required for greenfield investments. Assistance of Šiauliai City Municipality Administration and mediation in obtaining a building permit and in communication with other institutions is guaranteed.
Enterprises that invest at least EUR 600,000 per hectare and create at least 5 new jobs are exempt from property tax and land rent for 10 years.
Šiauliai Business Incubator
The incubator provides assistance to start-up SMEs, a service package to a start-up entrepreneur, free business advice, leases office space, halls, training classes.

Šiauliai Didždvaris Gymnasium
The gymnasium is one of the few in Lithuania that provides an opportunity to prepare for the International Baccalaureate Programme (to receive education in English).
Siauliai Medelynas Progymnasium
Šiauliai Medelynas Progymnasium is part of the network of schools that have experience working with or are ready to accept children returning from abroad. Depending on the skills and knowledge of returnees, an adapted curriculum may be applied and additional assistance provided to children who are less proficient in the Lithuanian language.
Šiauliai Sandora Progymnasium
Distance learning services are provided at the progymnasium. Distance learning is an opportunity for citizens of the Republic of Lithuania residing abroad to study all subjects or ‘Lithuanian package’ with the help of information technologies. Upon completion of the relevant general education programme, they receive a certificate of primary, comprehensive education or a maturity certificate. Learners under the ‘Lithuanian package’, i.e. who choose courses in Lithuanian language, literature, geography receive a certificate of completion of that course.
Šiauliai Santarvė Gymnasium
Šiauliai Santarvė Gymnasium is also connected to a network of schools ready to receive children studying abroad and returning to Lithuania. The school assesses the pupil’s knowledge of the Lithuanian language and other subjects, can provide levelling classes and other related support
Šiauliai Simonas Daukantas Gymnasium
Just like Sandora Progymnasium, Šiauliai Simonas Daukantas Gymnasium provides distance learning opportunity, choosing from all subjects or ‘Lithuanian package’. It should be emphasised that in this school distance learning is possible for students of gymnasium grades (9–12).
