Registering as a resident
Each person who becomes a permanent resident in Lithuania (that means who lives in Lithuania), when changing his/her place of residence must declare it, i.e., he/she has to inform the local authorities about where he/she lives and how his/her place of residence has changed. This is related to the provision of social services and any other assistance in both services and social benefits (state social benefits are usually paid to the individuals who have declared their place of residence in its territory). A person acquires some rights only after he/she has proved that he/she resides in a certain location (e.g., voting in the local self-government, in certain cases – going to school, a kindergarten). The duty for each individual residing in the European Union to declare his/her place of residence has been established by the Lithuanian and European legal acts.
The following individuals must declare their place of residence in Lithuania:
- Citizens of the Republic of Lithuania who arrived to live in the Republic of Lithuania for longer than 183 days per year or changing their place of residence in the Republic of Lithuania.
- Citizens of the Member States of the European Union or citizens of the Member States of the European Free Trade Association who have arrived to live in the Republic of Lithuania for longer than three months within half a year or changing their place of residence in the Republic of Lithuania and who have acquired the right to reside in the Republic of Lithuania in the established procedure (more information about it is available in the section Arrival, Residence and Reintegration of Aliens in Lithuania).
- Citizens of third countries who are holders of residence permits in the Republic of Lithuania and who arrived to live in the Republic of Lithuania or who are changing their place of residence in the Republic of Lithuania. Only those citizens of third countries who reside in Lithuania with a permanent or temporary residence permit or with the Residence Card of a Family Member of the European Union Citizen permitting to reside in the country can declare their place of residence. Foreigners who are holders of a long-term visa cannot declare their place of residence.
The place of residence shall be declared at the ward according to the person’s address upon arriving at the ward in person or through e-government portal on the Internet (option for Lithuanian citizens only). It is noteworthy to draw attention to the fact that in declaring the place of residence at the address of premises, which belong to someone else by the right of ownership or lending, a permit of that person is needed (a permit is issued by signing the form obtained at the ward or certifying the declaration filled in by another person through the e-government portal).
As of 22 March 2016, foreigners who had not declared their place of residence in Lithuania earlier, can do that at the Migration Office when collecting the permanent residence permit in the Republic of Lithuania (citizens of third countries) or a certificate permitting temporary or permanent residence in the Republic of Lithuania (EU citizens) or a permit card to reside in the country (family members of the EU citizens). The Migration Office forwards the data to the Centre of Registers.
When leaving Lithuania for a longer than 6-month period it is necessary to declare the departure in the same way. The individuals who are leaving Lithuania for longer than a 6-month period and who failed to submit a declaration before leaving, can declare it at diplomatic missions or consular posts of the Republic of Lithuania or on the Internet through e-government portal. They can identify themselves through the Internet banking systems or certify the declaration by a qualified certificate of the electronic signature. If you have a rent or lending agreement in which the owner of the dwelling has already indicated that you have the right to live in his/her dwelling for some time, you have to submit a certain rent or lending agreement to the declaration office (a ward or self-government). No written permit of the owner is needed.
Also, before leaving Lithuania both citizens of Lithuania and the EU citizens, and foreigners, if they were regarded as permanent residents in Lithuania for the purpose of paying taxes (residents), must submit the income tax declaration of an individual departing from Lithuania for good to the State Tax Inspectorate. This declaration can be submitted electronically through electronic declaration system or having filled in the form and submitted it to the division of the State Tax Inspectorate.
